I am Vivienne's partner and fellow official representative of The Disclosure Project. I am writing to you now to thank you for your letter and also to provide you with some more information which you will require in order to adequately execute the duty with which your Minister entrusts you.

I straightforwardly draw your attention to the fact that the Australian public has recently had its awareness raised about the crucial role our Ministers' advisers perform, and the importance of their advice being strictly accurate. To this end I wish to bluntly inform you that even a cursory glance at the information we provided about the Disclosure Project should have prevented the opinion being formed that it is in any way a "government-funded UFO investigation such as you have described in your letter". As Vivienne previously stated on February 15th, "I am writing to inform you about the Disclosure Project, a non-profit organisation that has identified over 450 military, intelligence and corporate contractor witnesses to UFO events and projects, as well as other evidence proving that UFOs and extraterrestrial intelligence are real." I enclose a copy of her lettter and the page of background information she included therewith.

Every other Australian Federal Legislator has also received these documents.

Of course I am only too aware that this topic is most conveniently discarded as mental illness, and I am cognizant of the fact that we live in an ignorant and imperfect world where the mere mention of this hard-to-believe subject to hidebound superiors can jeopardize livelihoods. Having said that, as your Minister's Science Adviser, you have been assigned a fundamental duty of care to accurately inform him (and, by extension, the people of Australia) of the proven facts as revealed by the cold rational empiricism of the scientific method. As our director, Dr. Steven Greer says, "I expect you to be sceptical, but not irrationally so."

In an earnest effort to assist you with coming to grips with this unsettling new paradigm, I take the liberty of also enclosing herewith a 100 page Executive Summary of the 500 page Disclosure Project Briefing Document that was received by every member of the U.S. Congress. We are providing this summary in Australia to various individuals and organisations who we think might be able to respond to it appropriately. We are asking for an open Parliamentary inquiry, and I anticipate that you see the prudence of this. I remind you of your thoughts as expressed in the U.K. Financial Times on June 8th, 2001. "If lawmakers are neither very sensitive to what their constituents may feel on issues of scientific uncertainty, nor especially wise in their own interpretation of scientific advice under such circumstances, it seems sensible for political deliberations on scientific matters to be conducted in a public and open manner. Actually, it seems sensible anyway. One only has to ask what kind of a society we would prefer to build: one founded on trust, balanced with scepticism and democratic debate (which includes expert opinion); or one that is cynical and distrustful, cowering in the shadow of technocratic decrees mustered from experts marshalled behind closed doors and whose pronouncements always seem to begin with the words 'there is no scientific evidence'? The question seems to answer itself."

But the pressing political issue is not the proven existence of highly advanced extraterrestrial civilizations, but the proven existence of illegally suppressed, advanced energy and propulsion systems which can end our terminal addiction to fossil fuels and the infrastructure supporting conventional 20th Century technology. We do not have the indulgence of forcing our children's generation to grapple with the change these new technologies will bring because an honest appraisal of our global situation reveals that another generation of advancement in the direction and at the rate we are headed now is simply unsustainable. To quote our Director again, "For if such technologies were announced today, it would take at least 10-20 years for their widespread application to be effected. This is approximately how much time we have before global economic chaos begins due to demand far exceeding the supply of oil and environmental decay becomes exponential and catastrophic."

Dr. Bearden (Lieutenant Colonel U.S. Army - Retired), is presently the President and Chief Executive Officer, CTEC, Inc., a Fellow Emeritus of Alpha Foundation's Institute of Advanced Study (AIAS) and a Director of the Association of Distinguished American Scientists (ADAS). He has a Science PhD, a MS in Nuclear Engineering, BS in Mathematics, with minor in Electronic Engineering as well as a graduate of C&GSC, U.S. Army and graduate of the U.S. Army Guided Missile Staff Officer's Course (equivalent to MS in Aerospace Engineering). He also has graduate courses in statistics, electromagnetics and numerous missile, radar, electronic warfare, and counter-countermeasures courses. He had twenty years of active service in the U.S. Army. His field Artillery, Patriot, Hawk, Hercules, Nike Ajax, and technical research experience was followed by nineteen years of technical research in re-entry vehicles and heat shielding, computer systems, C4I, wargame analysis, simulation and analysis, EW, ARM countermeasures, and strategy and tactics. He has spent more than 20 years personal research in foundations of electrodynamics and open EM systems far from thermodynamic equilibrium with the active environment, as well as novel effects of longitudinal EM waves on living systems and founded the beginning of a legitimate theory of permissible COP>1.0 electrical power systems. He is the author or co-author of approximately 200 papers and books and has been connected with four successful COP>1.0 laboratory prototype EM power systems. He is one of the world’s leading theorists dealing with the hard physics of over-unity energy systems and scalar weapons technology.

I urge you in the strongest possible terms to make the time to read this paper and its references very carefully and treat it with the grave seriousness it deserves. I hope you comprehend that the mere fact that this wonderful information is finally safely emerging into the light of scientific and public scrutiny underlines the fact that an unparalleled and ineluctable social metamorphosis is already well underway. SEASpower (Space Energy Access Systems Inc.) is one of the newborn commercial enterprises very successfully attracting affluent private investors to these research and development initiatives. Even the U.S. Navy has also just publicly revealed* their successful development of the thermal and nuclear aspects of the Pd/D2O system (cold fusion).

I tell you this because you have to know that this issue is NOT going away and you are now on notice to respond to this matter responsibly and intelligently. To do otherwise is simply unacceptable, and that includes unreasonable delays. I do sympathise with you, Dr. Barlow, given the central position this puts you in, but you ignore this at your peril, and if all this means that our secondary nation must now assume the lead for the rest of the world, then that is indeed what must happen.

This offers you a stark choice. History will ether acclaim you as a hero of unprecedented proportions, or revile you as a traitor to our ruined planet.

The information we have given you is the tip of the tip of the iceberg. I am very eager to assist you in any way I can with some of the rest of it. I have many useful Internet addresses which I can provide to you which will speed your grasp of these recondite data.
